If Ontario strays away from open and transparent bidding processes for construction tenders, it could lead to corruption and collusion like the instances reported Quebec, says one industry leader. “By not following industry standards, there’s an opportunity to behave badly and we’ve seen what that’s like in Quebec,” said Ontario General Contractors Association (OGCA) president and CDAO chair Clive Thurston. “All we’re doing is creating an atmosphere for malfeasance within the tendering system and we’re already seeing and hearing stories that lead us to believe that this is already beginning to happen.” Thurston’s statement to the Daily Commercial News comes after the Peel District School Board issued a letter saying that it is discontinuing the practice of opening and reading bids in public for all construction tenders issued after June 13, 2013.
